नई दिल्ली — भारत सरकार ने 2025 के लिए मोटर वाहन एग्रीगेटर दिशानिर्देश जारी किए हैं, जो ऐप-आधारित कैब सेवाओं जैसे ओला, उबर और रैपिडो के संचालन को विनियमित करेंगे। केंद्रीय सड़क परिवहन एवं राजमार्ग राज्य मंत्री श्री अजय टम्टा ने बताया कि इन दिशानिर्देशों का उद्देश्य ड्राइवरों को सुरक्षित, सम्मानजनक और पारदर्शी कार्य वातावरण उपलब्ध कराना है।
इन नए नियमों के तहत, एग्रीगेटर्स को अपने ड्राइवरों के लिए न्यूनतम गारंटीकृत आय, बीमा, पारदर्शी भुगतान प्रणाली, 40 घंटे का प्रशिक्षण, तथा स्वास्थ्य और पुलिस जांच जैसी व्यवस्थाएँ लागू करनी होंगी। यात्रियों की सुरक्षा हेतु जीपीएस निगरानी, इन-ऐप इमरजेंसी बटन, और किराया पारदर्शिता जैसे प्रावधान भी किए गए हैं।
इसके अतिरिक्त, एग्रीगेटर प्लेटफार्म को अपनी सेवाओं में इलेक्ट्रिक वाहन और दिव्यांग अनुकूल गाड़ियाँ शामिल करनी होंगी। यह नीति प्रधानमंत्री नरेंद्र मोदी के “विकसित भारत@2047” विजन को समर्थन देती है, जिसमें समावेशी और सतत विकास का संकल्प है।
New Delhi — The Government of India has introduced the Motor Vehicle Aggregator Guidelines 2025, aiming to regulate app-based cab services like Ola, Uber, and Rapido. Minister of State for Road Transport & Highways, Shri Ajay Tamta, said the guidelines will bring transparency, security, and dignity for gig drivers and passengers alike.
Under these new norms, aggregators must ensure a minimum guaranteed income, health and term insurance, transparent commission structures, and 40-hour training for drivers, including gender sensitivity, digital literacy, and emergency protocols.
To ensure passenger safety, mandatory GPS monitoring, emergency in-app features, and fare breakdown transparency will be implemented. Surge pricing will be capped at 1.5 to 2 times the base fare under state policy.
These guidelines also mandate fleet inclusion of EVs and differently-abled-friendly vehicles, aligning with PM Modi’s Viksit Bharat@2047 vision of inclusive and sustainable growth. The initiative marks a significant step towards safer, fairer, and greener urban mobility in India.
