भूमि अधिग्रहण प्रभावित मंच ने प्रदेश सरकार पर किसानों के साथ विश्वासघात का आरोप लगाते हुए कहा है कि हिमाचल कांग्रेस सरकार ने हाईकोर्ट के उस आदेश पर सुप्रीम कोर्ट से एकतरफा स्थगन प्राप्त कर लिया है, जिसमें किसानों को भूमि अधिग्रहण के लिए चार गुना मुआवज़ा देने का निर्देश दिया गया था।
मंच अध्यक्ष बेलीराम कोंडल ने बताया कि यह दुर्भाग्यपूर्ण है कि राज्य सरकार ने 1 अप्रैल 2015 की अधिसूचना को रद्द करवाने के बजाय सुप्रीम कोर्ट में चुनौती दी, जिससे किसानों को उनका न्यायसंगत मुआवजा नहीं मिल पाया। उन्होंने कहा कि सुप्रीम कोर्ट में जस्टिस एमएम सुंदरेष और एनके सिंह की खंडपीठ द्वारा दिए गए स्थगन आदेश को निरस्त करवाने के लिए मंच सुप्रीम कोर्ट तक जाएगा।
सयोंजक जोगिन्द्र वालिया ने कहा कि हाईकोर्ट ने मई 2025 में स्पष्ट किया था कि राज्य सरकार द्वारा केवल फैक्टर-1 लागू करना 2013 के भूमि अधिग्रहण कानून की भावना के विपरीत है। न्यायालय ने ग्रामीणों को हो रहे अन्याय को ध्यान में रखते हुए अधिसूचना को रद्द कर दिया था, जिससे प्रभावितों में आशा की किरण जगी थी।
मंच ने आरोप लगाया कि भाजपा और कांग्रेस दोनों ने किसानों से वादे कर वोट लिए, पर सत्ता में आने के बाद वादों को भुला दिया। अब कांग्रेस सरकार ने किसानों को सुप्रीम कोर्ट जाकर धोखा दिया है, जिसका जनविरोधी परिणाम उन्हें भुगतना पड़ेगा।

The Land Acquisition Affected Forum has strongly condemned the Himachal Pradesh Congress Government for securing a stay order from the Supreme Court, halting the High Court’s directive to award farmers four times the compensation for acquired land.
Forum Chairman Beliram Kondal stated that instead of accepting the High Court’s order, which had invalidated the 1 April 2015 notification limiting compensation to Factor-1, the government approached the Supreme Court, revealing its anti-farmer stance.
Convener Joginder Walia highlighted that the Himachal High Court, in its May 2025 judgment, had quashed the state’s notification as it violated the Right to Fair Compensation and Transparency in Land Acquisition Act, 2013, which allows up to Factor-2, ensuring four times compensation.
The forum accused both BJP and Congress of betraying land acquisition victims, with both parties making pre-election promises but failing to deliver. The forum has pledged to approach the Supreme Court to vacate the stay and ensure justice for affected farmers.
