पूर्व विधायक अरुण कुमार कूका ने प्रधानमंत्री आवास योजना (PMAY) के तहत लाभार्थियों को गरीबी रेखा (BPL) सूची से हटाने की राज्य सरकार की कथित योजना की आलोचना करते हुए कहा कि केवल पक्का मकान बनने से कोई गरीब अमीर नहीं हो जाता। उन्होंने कहा कि किसी परिवार की आमदनी बढ़े बिना BPL सूची से हटाना अन्यायपूर्ण है।
उन्होंने नगरोटा बगवां विकास खंड में मनरेगा और पंचायत कार्यों में गड़बड़ियों का आरोप लगाते हुए कहा कि विकास कार्यों में “चहेतों” को लाभ पहुंचाया जा रहा है जबकि पात्र लोगों को नजरअंदाज किया जा रहा है। पंचायत प्रतिनिधियों की शक्तियों को कमजोर करने और नियमों की अनदेखी की भी उन्होंने आलोचना की।
इसके अलावा, उन्होंने पर्यटन निगम के 14 होटलों की नीलामी को प्रदेश की संपत्ति को बेचने की नीति करार दिया। विश्व बैंक के फंड का फव्वारे व माल रोड बनाने में उपयोग को पर्यटक हितों के विरुद्ध बताया।
ब्लॉक कार्यालय से एक 50 लाख का साइलेंट जनरेटर गायब होने के मुद्दे को भी उन्होंने प्रमुखता से उठाया और दोषियों के खिलाफ सख्त कार्रवाई की मांग की।

Former MLA Arun Kumar Kuka has strongly criticized the state government’s alleged move to remove PMAY beneficiaries from the BPL list. Addressing a press conference, he stated that merely building a pucca house does not increase a family’s income. Before removal from BPL status, the government must verify if the family’s financial condition has genuinely improved.
Kuka also raised serious concerns about irregularities in MGNREGA and panchayat-level development works in the Nagrota Bagwan block. He alleged that only the “favorites” of the ruling party are benefiting, sidelining the rightful beneficiaries. He demanded a departmental inquiry.
Questioning recent government decisions, he opposed the cabinet’s move to auction 14 heritage hotels of the tourism corporation without consulting the chairman. He also claimed that World Bank (ADB project) funds are being misused on fountains and mall roads, which will not benefit tourists.
He further alleged that a silent generator worth ₹50 lakh at the block office is missing and called for accountability.
