मुख्यमंत्री ने 16वें वित्तायोग के अध्यक्ष से राजस्व घाटा अनुदान जारी रखने का आग्रह किया

मुख्यमंत्री ठाकुर सुखविंद्र सिंह सुक्खू ने मंगलवार को नई दिल्ली में 16वें वित्तायोग के अध्यक्ष डॉ. अरविंद पनगड़िया से मुलाकात की और हिमाचल प्रदेश की आर्थिक स्थिति को सुदृढ़ बनाने के लिए केंद्रीय सहयोग की मांग रखी। उन्होंने आयोग से आग्रह किया कि राज्य के भौगोलिक और आर्थिक परिस्थितियों को ध्यान में रखते हुए राजस्व घाटा अनुदान को यथावत रखा जाए।
मुख्यमंत्री ने कहा कि हिमाचल जैसे पर्वतीय राज्यों में बुनियादी ढांचे और सेवाओं पर खर्च अन्य राज्यों की तुलना में अधिक होता है, इसलिए इन्हें जनसंख्या के अनुपात से दोगुना फंड मिलना चाहिए। उन्होंने बताया कि 15वें वित्तायोग द्वारा राजस्व घाटा अनुदान में की गई कटौती के कारण प्रदेश को वित्तीय संकट का सामना करना पड़ रहा है।
श्री सुक्खू ने ग्रीन फंड की स्थापना की मांग करते हुए कहा कि इसकी चर्चा वे पहले ही प्रधानमंत्री से कर चुके हैं। उन्होंने आपदा प्रबंधन, ऋण राहत, विशेष अनुदान, और स्थानीय निकायों के लिए अनुदान जैसे विषयों पर भी सुझाव दिए।
डॉ. पनगड़िया ने राज्य को केंद्र से हरसंभव सहायता देने का आश्वासन दिया। इस अवसर पर मुख्य सचिव प्रबोध सक्सेना और मुख्यमंत्री के प्रधान सलाहकार राम सुभग सिंह भी उपस्थित रहे।
CM Urges Finance Commission to Continue Revenue Deficit Grant
New Delhi, July 15:
Chief Minister Thakur Sukhvinder Singh Sukhu met Dr. Arvind Panagariya, Chairman of the 16th Finance Commission, in New Delhi on Tuesday. He urged the commission to recommend continued Revenue Deficit Grants for Himachal Pradesh, considering the state’s unique geographical and economic conditions.
Highlighting that hilly states incur significantly higher administrative and infrastructural costs compared to other regions, the CM demanded at least double the fund allocation based on population. He expressed concern over the heavy cuts in grants by the 15th Finance Commission, which have strained the state’s finances.
CM Sukhu also requested a separate Green Fund in the Union Budget to support environmental initiatives in hill states—a demand previously discussed with the Prime Minister.
He shared suggestions related to disaster management, debt relief, grants for local bodies, and special aid. Dr. Panagariya assured full cooperation from the Centre.
Chief Secretary Prabodh Saxena and Chief Advisor Ram Subhag Singh accompanied the CM.
