सामरिक दृष्टि से महत्वपूर्ण अटारी-लेह राष्ट्रीय राजमार्ग (एनएच-03) के हमीरपुर-करनोहल खंड में निर्माण कार्य को लेकर बड़ी प्रशासनिक कार्रवाई हुई है। इस खंड का निर्माण कार्य कर रही सूर्य कंस्ट्रक्शन कंपनी को गावर कंस्ट्रक्शन लिमिटेड ने साइडलाइन कर स्वयं निर्माण कार्य अपने हाथ में ले लिया है। नेशनल हाईवे अथॉरिटी ऑफ इंडिया (NHAI) ने भी इस बदलाव की पुष्टि की है।
करीब 223.272 करोड़ रुपये की लागत से बनने वाले इस 40 किलोमीटर लंबे खंड (हमीरपुर से करनोहल) का ठेका 22 जून 2022 को गावर कंस्ट्रक्शन को मिला था, लेकिन कंपनी ने यह कार्य सूर्य कंस्ट्रक्शन को सबलेट कर दिया था। सबलेटिंग को लेकर लगातार सवाल उठ रहे थे, जिससे निर्माण कार्य में देरी और गुणवत्ता पर भी प्रभाव पड़ा।
बरसात के दौरान जगह-जगह कीचड़, गड्ढे और जलभराव के कारण जनता बेहद परेशान है। स्थानीय जनप्रतिनिधियों की चुप्पी पर भी लोगों ने नाराजगी जाहिर की थी।
अब गावर कंपनी के डिप्टी प्रोजेक्ट मैनेजर प्रवीण विक्की ने बताया कि कंपनी ने डेंजर साइट्स को प्राथमिकता देकर सुधार कार्य शुरू कर दिए हैं। हाईवे इंजीनियर अंकित सिंह ने भी पुष्टि की है कि अब पूरा कार्य गावर कंपनी ही कर रही है और काम को समय पर पूरा करने का प्रयास जारी है।

In a significant development concerning the strategic NH-03 (Atari-Leh route), Gawar Construction Ltd. has officially sidelined Surya Construction and taken full control of the construction work from Hamirpur to Karnohal (40 km). This shift has been confirmed by the National Highways Authority of India (NHAI).
The project, awarded on June 22, 2022, under the Green Highway Corridor Project (World Bank-funded), was worth ₹223.272 crores and scheduled to be completed by December 20, 2024. Initially, Gawar subcontracted the work to Surya Construction, which led to growing public dissatisfaction due to delays and poor quality of work.
Heavy rains turned parts of the incomplete highway into mud pits, and stagnant water has become a common issue. Public anger intensified due to the silence of local representatives and lack of accountability.
Now, Deputy Project Manager of Gawar, Praveen Vikki, confirmed that the company is actively repairing danger sites and has resumed direct oversight. Highway Engineer Ankit Singh assured the public that Gawar is fully managing NH-03 and is working to expedite the remaining construction.
